Why are my 2 different accounts different?

I started with this account for all my mail then about a year later decided to have a separate account for newsletters so opened another yahoo account. I get different pages depending which one I click on. On one of them it's now telling me I need to select 2 secret questions in case I lose my pword, the other one doesn't. What's up with these differences?
