Foreclosure Question For Those who Know stuff about Real estate!?

ok, so my grandparent's old house was foreclosed about 3 years ago. It has been sitting empty for about 3 years now and its all grown up with vines and the gr is taller than the house. It looks like it is in terrible shape. i would love to buy it back and fix it up but it has NOT YET WENT ON THE MAKET! I have no clue why it hasn't! Foreclosures never take this long. i have looked under the tax essors and it's still under the guys name and not the bank. I called the courthouse and the lawyer handling the foreclosure and they said that it was a closed file. Does anyone know when the house might go up for sale or how long closed file will take? This is confusing to me and i don't like seeing the house like that.
