Is the teaching of hell pure evil because of the stress it causes to people?

Just a personal perception its not definite. I think Christians use Hell to control their fellowers' thoughts to manipulate them into not doing bad things, this is however not a bad thing but i would agree that its totally correct since they are only using fear as part of their strategy. If that person is worried, ask the people that tell him, "Where is Hell, show him/her?" and "What is their definition of Hell?"
