Do the amount of memory affect internet speed?

I have at&t the most expensive elite package for 40 bucks a month and the internet speed is only 4.84 mbs so I was wondering I only have 60 gb free out of 92gb can that affect my internet speed? and I have 4gb of ram and I am maxed out. This is a laptop I am using in conjunction with my desktop PC and with a netgear router, there are no other devices that are splitting the bandwith. your help is APPRECIATED thanks!
